In the fall of 2001, Rockwall Independent School District organized a committee
to formulate a strategic plan to guide the district through 2010. The plan
supports the mission statement and basic beliefs of the district and articulates
an ideal, positive, desired, and realistic view of the future for students,
schools, and community. The Board of Trustees identified ten critical components
fundamental to the strategic plan:
A committee of more than 150 civic leaders, parents, and district personnel came
together to draft a strategic plan for Rockwall ISD. As the group met, they were
guided by the following principles:
Shared Vision
Provides direction to a desired destination
Provides purpose for everyone involved and focus for daily activities
Provides barrier-free environment for achievement
Planning Session Parameters
Identify goal areas to recommend to the Board
Establish District-wide goals for the next 10 years
Reach all decisions by consensus
Use external committee facilitators
Environmental Scanning
Identify critical issues and make planning assumptions
External data--focus on the long term future in the surrounding community,
county, and region
Internal data--focus on the long term future inside the District

mission and set of beliefs that are clearly understood, universally
supported, and systematically updated.

accountability at all levels using research based, data driven, and
student-oriented decision making.

In 2010, Rockwall ISD will function on a
continuous improvement basis.

In 2010, every employee in Rockwall ISD will be an
educator, accountable for student learning and reinforcing
appropriate behavior.
